Former Deputy Governor Commend Dr. Rosalyn Dressman’s Role in Shaping Bayelsa Electricity Market Rules

The Former Deputy Governor of Bayelsa State, Rear Admiral Gboribiogha Jonah has commended the Director General of the Bayelsa State Electricity Regulatory Agency, BYERA, Dr. Rosalyn Dressman for her role in developing the Electricity Market Entry Regulations 2026,

Jonah stated this at the DSP Alamieyeseigha Memorial Banquet Hall in Yenagoa during a stakeholder/vetting session of BYERA,saying the framework provides clarity for investors and stronger protection for consumers.

He praised Dr. Dressman’s leadership in driving the process to turn the Bayelsa State Electricity Law 2025 into an operational market system.

“Dr. Dressman has ensured these regulations are not just administrative paperwork,” He said. “They are a practical tool for attracting investment, regularizing existing operators, and building a credible state electricity market.”

He said Dr. Dressman’s approach of engaging government agencies, civil society, youth groups, and other stakeholders had strengthened confidence in the draft regulations.

The regulations outline clear procedures for licensing, permits, and operations across generation, mini-grids, distribution, retail, and metering within state competence. They also set obligations for consumer protection, metering, safety, and service quality, while giving BYERA powers for monitoring, inspection, audit, and enforcement.

Stakeholders noted that the rules establish a full regulatory cycle for submitting, reviewing, and deciding on applications, and require federal clearances for projects involving the national grid or interstate supply before final authorization in Bayelsa.

Officials described the framework as both a legal instrument and an economic development tool aimed at making Bayelsa’s electricity market attractive to investors while safeguarding consumer interests.
